Meter inspection is where utility revenue actually leaks. Faulty CTs, tampered seals, bypassed neutrals, stuck dials and ghost connections rarely show up in the billing system — they show up when an inspector stands in front of the meter with a torch and a clipboard. This page is for distribution utilities, energy retailers and metering services contractors who need to turn that field visit into structured, defensible, dispatch-ready data instead of a paper job card that gets lost between the substation and the back office.

Redian's Meter Inspection System is a field-app plus back-office platform that gives inspectors a guided workflow on a rugged Android device, captures geo-tagged readings and photographic evidence, flags anomalies against configurable rules, and routes follow-up work to the right crew — disconnection, replacement, theft investigation or billing adjustment — without anyone re-keying a form.

What it does

The system replaces the paper inspection book and the spreadsheet that follows it. An inspector picks up a route on the mobile app in the morning, works the assigned meters offline if needed, and syncs back when connectivity returns. Each inspection captures the meter serial, seal numbers, current reading, load conditions, CT/PT ratios, premises photographs and a GPS fingerprint. If the reading deviates from billed consumption by more than the configured threshold, or a seal is broken, or the meter doesn't match the asset register, the app raises an anomaly and locks the inspection until a reason code and supervisor acknowledgement are attached.

Back-office users get a live inspection register, exception queues sliced by feeder and DT, and dispatch boards that turn confirmed anomalies into work orders — meter replacement, raid notice, vigilance referral or billing rectification — with SLA clocks attached.

Where it fits

The platform is built for utilities and metering operators running anywhere from 50,000 to several million meters across mixed urban-rural geographies. It works for state distribution companies running statutory periodic inspection programmes, private licensees in franchised circles, C&I metering services firms managing HT customers, and renewable IPPs inspecting net-meters on rooftop solar portfolios. It is deployed across India, East Africa and the Gulf, where field connectivity, language coverage and offline-first behaviour are non-negotiable.

It pairs naturally with HES/MDM platforms for AMI estates and with conventional billing systems for non-AMI feeders — inspection becomes the truth layer that both systems reconcile against.

  • Inspection app (Android, offline-first) — guided checklists per meter category (single phase, three phase, HT, net-metering), barcode and OCR-assisted serial capture, photo evidence with embedded GPS and timestamp, digital seal scan, electronic signature from the consumer.
  • Anomaly engine — configurable rules for consumption drop, reverse running, neutral disturbance, seal tamper, body tamper, CT shorting, load deviation, premises mismatch and unauthorised additional load. Each rule maps to a downstream action.
  • Dispatch and follow-up — work orders for meter replacement, site visit, theft inspection, billing adjustment or legal notice; crew assignment by skill and geography; SLA tracking; auto-escalation.
  • Asset and route management — meter master integration, route optimisation, beat-wise allocation, supervisor reallocation when an inspector goes off-shift.
  • Audit and evidence vault — every inspection is immutable once submitted; photos, GPS traces, signatures and rule evaluations are preserved for tribunal and regulator review.
  • Dashboards and regulator reports — inspection coverage by feeder, anomaly hit-rate, revenue recovered per inspection, vigilance conversion, statutory inspection compliance.
